In sight of one another

The give-way vessel takes early and substantial action to keep well clear.

In plain language

If a rule directs you to keep out of the way, do it early and do it big. “Early and substantial” is the standard: a course or speed change made in good time and large enough to be unmistakable, leaving the other vessel in no doubt that you are keeping well clear. Hesitation and half-measures are what cause close-quarters situations.
